The Phased Approach to REDD+

The UNFCCC recognizes that countries implement REDD+ through a phased approach.

I

Countries develop the institutional, technical and policy frameworks required for REDD+ implementation.

This includes:

  • Developing the National REDD+ Strategy.
  • Establishing monitoring systems.
  • Developing safeguards.
  • Establishing the forest reference (emission) level
  • Stakeholder engagement.
  • Capacity building.

Countries implement REDD+ policies and measures identified in their national strategies.

Activities may include:

  • Forest restoration.
  • Sustainable forest management.
  • Community-based conservation.
  • Governance reforms.
  • Strengthening law enforcement.

Countries that demonstrate verified emission reductions and removals against an approved FREL/FRL may be eligible to receive results-based payments from international financing mechanisms, subject to meeting the relevant UNFCCC requirements.

Beyond carbon

REDD+ and Sustainable Development

REDD+ is much more than a carbon programme. It promotes integrated approaches that generate multiple benefits for people, biodiversity and ecosystems. Successful REDD+ implementation can contribute to:
